International Higher Education Support program (HESP) of the Open Society Institute

The International Higher Education Support program (HESP) of the
Open Society Institute promotes the advancement of higher education
within the humanities and social sciences in Central, Eastern and
Southeast Europe; the former Soviet Union; and Mongolia. HESP
activities include support for institutions and individuals.
HESP is seeking candidates to fill the position of a Program
Coordinator working on one of its large regional programs - the
Regional Seminar for Excellence in Teaching. The position is available
immediately,
Base and Reporting
The Program Coordinator is based at OSI–Budapest and reports to the HESP Senior Program Manager
General Duties
The Program Coordinator works with the Senior Program Manager on the
implementation and development of the HESP Regional Seminar for
Excellence in Teaching (ReSET) program. Within this framework, the
Program Coordinator provides complex administrative and programmatic
support to the individual projects as well as to the ReSET program as a
whole. The Program Coordinator is a key liaison between the funded
projects and relevant units of OSI in all matters related to the
administration of OSI grants to the ReSET projects.
Responsibilities
The specific responsibilities of the ReSET Program Coordinator present
a combination of administrative and programmatic work. The Program
Coordinator:
- Works with the Senior Program Manager (SPM) and the ReSET
Advisory Committee (AC) on drafting annual calls for applications and
coordinates the project application, review and selection procedure
- Consults the applicants on the program and application format and
priorities as required and communicates the selection decisions to the
applicants, as instructed by the AC and the SPM
- In consultation with the SPM, drafts and distributes general
information and guideline materials for the applicants and grantees
- Coordinates the budgeting process for the individual projects and
the program; administers grant transfers according to the grant
contracts, supervises the reporting on grant spending
- Drafts and negotiates the contracts for OSI funding for ReSET
projects between the grant requestors and relevant OSI units, based on
OSI legal, administrative and financial policies and procedures and
funding guidelines of HESP and ReSET
- Provides guidelines and oversight on the interim and final
programmatic and financial reporting on the individual projects;
organizes and distributes the reporting materials for the review by the
AC, mediates communication between the grantees (project organizers)
and the AC on reporting matters
- Works with the SPM and the AC on the organization and administration of the internal and external program evaluation
- Undertakes the overall organization of the ReSET AC and Project
Directors Meetings in Budapest and in the region and the AC members and
external experts' site visits to the projects, including the logistical
and budgetary matters, coordinating the invitation and participation of
the relevant individuals, organization and distribution of necessary
materials, provides input in designing the schedule and agendas for
such events and visits
- Accompanies the AC members, senior HESP/OSI staff and external
individuals involved in the program/project review to the ReSET project
sites and events, provides on site advise and reports on the project
implementation in relevant areas
- Maintains all program records, including individual grant files,
minutes and other documentation of the AC, records of other relevant
program meetings and program presentation materials
- Maintains updated databases of the projects, resource faculty and
participants, advises the project organizers on recruiting and
selection of the project participants
- Maintains updated ReSET pages on the OSI website, works on
developing an on-line resource for inter-project collaboration and
exchange
- Assists in coordination and management of other, non-ReSET,
common large-scale HESP activities, as requested or appointed by the
SPM or HESP Director; responds to inquiries on ReSET and other relevant
general HESP matters
- Attends meetings and events relevant to ReSET and HESP activities
and development, presents ReSET and HESP programming at various
relevant occasions
- Works with the SPM and the AC on identifying the potential partners, directions and means for the ReSET program development
Qualifications, Skills and Qualities
A candidate for this position must possess:
A university degree in social sciences or humanities
At least three years' administrative experience in not-for-profit
sector, preferably within an international organization related to
educational or social development, or educational administration;
candidates with academic or for-profit background will also be
considered
Good understanding of the higher education system and development in the post-communist region
Excellent organizational, interpersonal and presentation skills, attention to detail
Excellent communication skills, including excellent spoken and written
English; proficiency in Russian and/or Hungarian languages is an asset
Excellent word processing, database creation and management and basic accounting (spreadsheet) skills
Readiness to meet the challenges and special needs of working in a
multinational and multicultural environment and travel extensively in
the program's target region; commitment to the mission of OSI and HESP
